Typhoon Mirinae has made landfall in eastern Philippines, and is approaching Manila, the capital.
Officials said on Friday that thousands of people have been evacuated from Manila in expectation of the advance of the fourth typhoon to hit the country in the last two months.
Areas of the capital with more than a million residents remain flooded from the recent storms, in which more than 1,000 people died.
Typhoon Mirinae, a category two typhoon with winds of up to 185kms an hour , is expected to bring heavy showers.
“Considering our land is already saturated with water, it may cause flooding in some areas. It is hard to tell if there will be floods but we are preparing for the worst,” Ernesto Torres, a civil defence spokesman, said.
Torres added that residents in the typhoon’s path have been told to stock emergency provisions to last 72 hours.
The coastguard has grounded 45 ferries in key ports on Luzon, stranding thousands of people returning to provinces for All Saints’ Day, when many in the largely Roman Catholic country mark the deaths of relatives.
Two typhoons in the last two months have killed more than 900 people in the Philippines.

Autumn has been the cruelest season for the PI. Ketsana and Pepeng have both struck the northern island of Luzon and Metro Manila is still flooded from Pepeng. What little infrastructure the island had lies in ruins. The government, never very efficient in the best of times is flailing and failing from the former storms and is not up to the challenge of the third storm. Disease already stalks the land from all the standing water.
It has been a very bad year for the PI and next year only brings more bad news, in the form of elections. These people can not win for loosing.
